A provision in the FY2020 National Defense Authorization Act (Public Law 116-92) blocked DoD’s controversial plan to restrict service members with higher than sixteen years of service from transferring their Forever GI Bill benefits to eligible family members. DOD initially announced its intention to limit transferability back in July of 2018 with a planned start date of July 12, 2019.

DoD subsequently delayed implementation to January 1 of this year following an outcry by servicemembers, congressional members, and professional organizations. The newly approved bill language prevents the Secretary of Defense from implementing the change period.
